can someone that is familiar with the rules explain to me why a fighter/theif level 13/16 cant pick locks or hide in shadows?

Probably your armor. Can't have anything higher than studded leather on to perform thief skills.

Yep, the armour requisits doesn´t change.. Try one of the excellent leather or studded armours instead for your fighter/thief.

Also you shouldn't worry too much about being limited to just studded leather because there are several armors out there that allow stealth and even spellcasting like shadow dragon armor or elven chain, drow chain too, but that doesn't hold up well under that sun.

Shadow dragon armor is consider to be studded leather I think, in my opinion, elven chains are probably the better armor for fighter/mages since chian mail offers penalties to thieving skills.
A side not, certain weapons cannot be use for backstabbing either....although the thought of clubing someone with a warhammer in the back of the head sounds nice (in the game, of course ).
