To get mage stronghold you must first finish Planar Sphere quest.
I am not so sure how do you get mage stronghold (I don't remember) but I think you get it after you finish the quest. ------------------  Where there are monsters and barbarians there will be Byronas fighting against them. |

Yes, after finishing planar shere some guy (Teos?) will appear and make that proposition. There are some quests and helpers of course

Yep. it is in the planar sphere, and after you beat the hell out of all of them... I think Valygar be giving it to ye if he's alive
