been a while since i've run this game and i believe i've screwed up. i killed the stout king before speaking with him and in doing that ive disabled the mine carts. i do have a previous save but have done much since then.
is there any other way to activate the mine carts other than speaking with the stout king? i think i know the answer but im hopeful

Sorry to say it, oldmurph, but I think you're going to be restoring from an earlier save. AFAIK, the king is the only one who can enable the mine carts.
You might try vanishing through the gates to see what happens. That might let you through the spots... or cast create portal on some small critter on the other side. Then you can teleport there.

No worries I've never successfully done it (or really attempted to), but when you create the portal, its location is based on who it's cast upon, but the knowledge of that location remains with the caster.

If you killed old french fry you should have gotten his key. Using the key, You should have been able to pillage his vaults and picked up 2 sets of dragon armor and some other nifty stuff. Unless you are trying to ascend to assassin. You need to activate the carts to get to Raskalion. UNLESS you try to vanish through the wall in the northwest vault that leads to his tunnel.
