Try going East from the Nashkel or Nashkel Mines maps..
I assume you do have TotSC installed...

You have to instal TotSC first. Then, go to the new town, talk to Ike(i think) and he'll tell you about it. Also, go to the inn there, and talk to the dwarf, then try traveling. I'd say go to Gullykin or Firewine, then travel to the tower
