Ok so i killed Neb the kiddy killer...now what do i do with his head? jaheria said to "alert the authorities" or something, but i dunno where that is...any suggestions?

Take his head back to the kindly Chief Inspector Brega in the Government Building (he's in the far back of the building, behind Tolgerias). You get some decent XP for it!
