I would imagine that hosting a torrent is considerably more complicated then some of the other options. Plus the biggest advantage of a torrent is to distribute the load across many servers - as only you would be serving the file, there would be little advantage to using a torrent server over an ftp one (for example).

Some year ago I used something called "Cute FTP". From what I remember it was very easy to use even for me who don't know anything about FTP'ing.
Again, from what I remember you simply started it up, created a username and password for the user that was going to download from your computer, in this case your sister, and chose what files she would be able to access. Then all you have to do is keep your computer and Cute FTP running and as long as your sister has her username and password she can download whenever she wants.
Now I don't know how safe it is but as far as I know you need to give someone authorization to be able to access your computer.

I also checked and it's available for download at www.download.com, just search for cute ftp.

I can vouch for CuteFTP, I've used it to transfer files to a website, and it works just dandy; IIRC it's trial download though, so you'l have to register or otherwise after the time runs out.

For person to person sending, I'm not sure Torrents are really worth it.
