5th level, with TotSC isntalled at any rate. I think there may be a few %th in Bg itself as well.
There are of course no level 6-9 spells. Can you imagine the power Time Stop would give you in BG1?

In straight BG1, there is only one 5th-level Wizard spell: Cloudkill. It CANNOT be cast from memory (even if you're soloing), unless you remove the EXP cap. You can, however, cast it from a scroll--and there are 2 scrolls of it in the game.
With ToSC installed, a pure Wizard can reach Level 9, allowing him to cast 1 Level 5 spell per day, and there are a few new Level 5 spells available--but, sadly, Lower Magic Resistance is not one of them.

Yes, with DSotSC installed you can actually go up to level 9 spells as it removes the experiance cap and as all kinds of new spells for you to learn. But getting to level 9 that is another thing, I am not sure I would have the patience to go that high in BG, it is not like there are tons of creaturs or quest that give lots of experiance besides the expansions.

When you say that Cloud Kill cannot be cast from memory you are talking about BG without TOSC added right?

They must be Mr. Baggins, as with TotSC we know we can cast level 5 spells.
