I don't know who told you that the Bracers are in the Sanghuin City, but they're wrong. Bracers of Blinding Strike are being worn by the Kua-Toa prince in the Underdark. I am pretty sure that you can purchase or steal the Scimitar +3 from a Drow merchant in Ust Natha.

Though having 2 Gaxx rings may be cheating, it's up to each individual if they want to do it (or need to). Else why would they have made the game so that you can get 2? I see what your saying, but it sounds like you're trying to tell everyone what to do. Take no offense, you do have a good point, just try to see mine too.

I think its completely legit that kangaxx wears 2 rings. After all YOU can do it right so what makes you think a kick ass lich cant.

what exactly does kangaxx's ring do?

I have to do this from memory, as I'm not at home to load up Lord Raptor (who has both Rings of Gaxx)

Of course he can't. There's only one Ring of Gaxx! They wouldn't call it The Ring Of Gaxx otherwise, surely. The duplication thing is just a glitch in the plane/time continuum.
