It's in the Underwater City, and it really rocks. Travel with Saemon after you get past Spellhold, and you'll find your way there.

The good option is to kill the king and propagate the success of the sahuagin line.

The evil option is to doom them to future mediocrity by killing their best and bravest (the rebels).

But the sahuagin are evil and they deserve to die, so killing the rebels is for me a good path

You can side with the rebels, receive the quest XP then kill the lot of em with no rep' drop and no come backs.
