I went to see the ore lady and she sent me to the other guy
who told me about Neb. When I get to the derelict house, the house is open and empty??? |

He should be in the house in the upper, left corner of the map (NW corner). You sure that you're in the correct house. You should see him immediately upon entering. If you have done the quest correctly (i.e. The Duergar asked you to whack him) then he should be there. Were you there at night or in the daytime. He may only be there at night, but I'm not sure about that...

actually, i found him in the derelict house in the bridge district. theres a night-only possibility as i never tried it during the day, but try it at night too

Yes, that's the answer. You'll find him in the derelict house in the bridge district. The house in the Slums is part of another quest.

P.S. If you kill Ned, you can take his head and do something with it. I won't tell you what, but there is a use for Ned's head. Figure it out. If you play solo, one of your party members might give you a good idea for that blasted NED HEAD you have.
