So many scams out there. Is there a site that lists such scams as this?? If not I think it would be a great to have one.

Yep, it's teeming with spelling and grammar mistakes. Fake.

Scam. Would a Paypal email be written in crappy English? No. On top of that, Paypal has mentioned they would never send emails without someone's name at the heading. They won't use "Dear Paypal User".

LOL I scanned it so quickly the first time that I didn't even notice the terrible grammar and use of non-existant words of course it's damn fake!

And Andrewas is correct, I've seen that technique before, it's even been on some show on TV warning people. The actual address it goes to is not the one shown in the address bar.

Whenever in doubt, forward a copy of the email to "webmaster@domain.com" or "abuse@domain.com" to ask them to confirm it. Who better than the company themself to confirm if it's legit?

Note: Don't just click on a response link in the email. That probably points to somewhere else.

A little skepticism never hurt. And it probably saved a lot of money...

I have also received similar scams for Ebay and account information for CitiBank. Although this one is pretty easy to identify as a scam, I feel sorry for folks who don't have as much exposure to this sort of thing and fall for it.
It is soooo slimy to be a predator of senior citizens and other people who often don't have a lot of experience with being cynical of email origins. I just want to find these assholes and get righteously violent with them.
