I'll say 0 10, zero ten.

I expect the "twenty" version to become more popular now that we are past the single digit years, although "twenty eleven" sounds grammatically incorrect compared to "two thousand eleven". But I suspect "Twenty ..." will become more popular through the teen years and be firmly established by "twenty twenty".

Grammatically incorrect? In the world of texts, tweets, lolz, and l33t? We'll be lucky if it doesn't become "two-ten". I'll be using "twenty ten" myself.

I usually don't need to say the year. So I probably won't say either.
