I have a thief on level five but for some reason I can't do Sugar Lips Habasi's
second quest to get the Nerano Manor Key. What level should my sneak and security skills be on? -Wolf On Fire

You don't have to steal the key. Go to the council club in Balmora and bribe it from Neranos servant. When his disposition towards you is around 85 he'll hand it over.

hmmm. to wolf, no need to kill. use charm spell to raise the disposition. that should help out. OR yeah get an open spell to unlock the door if you can.
