No, he doesn't sell to you (nor NPC), it says the art is crappy on the description when you click on the paintings.

I don't know... It really is an adventurer's paradise, eh? Always something new to do. More xp, more gold, more cool items scavenged from the bodies of dead foes. No-one gets bored there, always some new menace. Bodies ripped by some wild beast found in the river... an ancient crypt of power buried underneath the city... the ghosts of former heroes and villains walking the streets. That reputation draws new friends and foes alike to these mean streets like moths to a flame, ensuring the cycle goes on and on. If there was ever anywhere to go, anywhere to be, anywhere that could offer a greater challenge than the sprawling monster that was the city of Baldur's Gate... it is Athkatla. City of Adventure.
