To use the lamp, bring it up in the Use Item display and control-click on another character. That lets you use the lamp on that character.
At least, that's what happens the first time, 'cause you can't click on yourself. The second time, you *can* click on yourself. Downside of this is that the first user will never get a wish -- when they used it on someone else, that used up their ability to wish and the other person's as well. You might want to have a mule (garbage character) make the first wish... BTW, you probably don't want to wish for stats, hit point, or experience. You get plenty of those anyway. Try for the sword (rather nice) or the skill (Arms of Argus), or perhaps the armor.

The amulet of argus is also very very nifty.

Not only should you be able to use the lamp, but if you're clever, you can use it as many times as you want by dropping the lamp as soon as the genie appears and starts talking! He's an arrogant clod, so don't feel bad about it. However, the rule of one use per customer still applies, so you'd have to use "mules" to get something for everyone.
