what's the difference between gloves of weapon skill and gloves of weapon expertise?

Gaunlets of weapon expertise offers MORE benefits, both to THAC0 and damage. A must for high power fighters!!

It's now what's called Sneak Attack in 3rd Ed. rules. I think they implemented it in HOW.
