Due to the alignment restrictions it isn't usually possible to have a dual or multi-class Barbarian/Monk combo.

I was wondering if it is possible to initiate an alignment change through the course of the game to get this combination.

I'm planning on playing SoU and then HoTU for the first time and I would need to know exactly when (if) alignment changes are possible so I can plan the character out.

Any help would be much appreciated.

Changing from lawful to chaotic or vice versa is not easy, but it can be done, and it's slightly easier to go from lawful to chaotic. Typically it's accomplished by breaking into people's homes.

The quick and dirty way to do it, however, is through one of the character builder mods, such as Chewy's Novice to Epic character maker, which has an alignment changer. That's probably best done before going into HoTU, since you begin SoU as a first-level character.

Of course, after the change, you won't be able to advance as a monk (if you went from lawful to chaotic) or barbarian (if you went the other way).

How soon would I be able to take the "Weapon Finesse" feat for my character?

I'd be intending to start the character off with a very low strength (say 10?) and I need to know how quickly I can get this feat.

Advice appreciated.

Also, does the bonus apply to "to hit" AND "to damage"?

I believe that weapon finesse is more based on a base dex score, than on lvl. Dex of probably 14 to be safe, and it will only work on attack bonuses. Str will still be a factor in dmg.

Yes, you retain all class abilities even if you can't advance in it anymore.

Weapon Finesse is available when you have an attack bonus of +1 or better. There is no dex requirement. However, as Robert pointed out, this is only to-hit; dex bonus does not add to damage.

I am curious as to why you want to do a Barb/Monk.

Well, the reasoning was that the 10% movement bonus added to the monks movement bonus would make the character exceptionally quick.

I was thinking about starting as a barbarian, taking a few levels then switching to a monk for the next 20+levels or so before taking a prestige class.

Result: Massively quick killing machine.

Save yourself a lot of grief, and just take all monk lvls, and get a haste item. A lvl 20 monk is pretty fast, with haste, a lot faster. A lvl 40 monk, with haste, can move at almost dm speed, which is pretty darn fast.
