I take speechcraft skill. It's useful plus you can raise it easily. I noticed that only way to raise this skill is option "persuade" when you select this option you can bribe, admire, taunt or intimidate any NPC. If you fail the blue bar gets lower. What's that for? I mean when shopkeeper's bar is zero he doesnot give me any goods. But I can practice this skill with guards or other useless NPC's? Right?

What's the role of personality in Morrowind? is it important? maybe I better put this skill into major one?

Personality, Reputation, Faction Reputation, and Faction Membership all affect initial disposition (the Blue Bar). Speechcraft is your skill with words to raise or lower (affects Taunt as well) an NPCs disposition. NPCs remember what you do and don't do to/for them. High personality also affects your skill Speechcraft success rate when trying to convince NPCs.

Personality adds to the disposition of the NPCs. As for all atributes, it affects the success chance of all skills, which use this atribute. You can see this with the magic skills, since the spell chance is noted in the Spell list. This chance increase with skill- and atribute increase.
At the beginning of the game the base-disposition seems to be 25. For every 2 personality you get +1 disposition (i.e. if your char has pers. 30, your disposition will be 40 with all NPCs). If the NPC is of the same race, you get a +5 bonus.

If you are member in a faction, your disposition with other members will rise. NPCs from other factions will like you less (if you become member of one of the great Houses, the disposition of the other 2 will become lower).

In my opinion personality is useful but not terribly so: is the disposition low? bribe a bit (10 gp increase) and it will rise... bribing is affected by the mercantilism skill (althoguh speechcraft has a part in it), which can develop quite fast, and vast amount of gold pieces start to be available quite soon in the game. So forget about personality if you have something better to invest your points on or if you don't simply want it because of RP needs.

About dispotision. It's not important for only 1 person or a guard right? I mean it's important for SPECIAL NPC's, merchants and such.

personality and speechcraft are global variable, it will effect every npc's disposition in the game. even the enemies are effected.
