just answer yes or no as long english sentence make my head hurts.

1. If I make my drow into monk only. will there be 20% experience penalty?

2. If I make my drow 15 ranger / 15 rogue. will there be any experience penalty? if yes, how much is the experience penalty?

1: No.

2: No, as long as you alternate each level. One time you raise his monk level, the next his ranger one, monk, ranger,...

But, anyways, good luck mate

In teory, as drows got +2 level adjustment. it will take them some time to get level up. thus they'll be on low level. thus they can still get experience for any kill. I think.

However, I notice that some people in the game is scared of a drow. why is this so?

The drow are a race of evil elves.

It's the equivalent of seeing a pack of vampire coming in town.

so drows are evil, then why do they want to save Targos and then defeat the twins in the first place? Drows should be helping the twins in they cause.

Money? Revenge?
Not sure, but *you* are the one behind the party. Only you can decide the exact motives of why your partymembers are trying to save Targos. Bioware only included their race into the game to make it as varied as possible... So you should be asking that question to yourself.
Oh, and you've played the game before, right? I'm sure you'll recall more drows in the game who weren't exactly interested in trying to help the twins....
Jut be creative!

for that matter you could be a drow with good alignment, or a 'good' race like halfling with an evil alignment. It's just a stereotype that drow are evil, although like most stereotypes, it's based in reality. Most drow are evil, but not all. Most halflings are good, but not all. etc...
