It depends.
Shocking Burst is better when facing anything that has damage resistance based on weapon enchantment level. If facing anything without such resistance, Big Death might be better because it has a greater damage potential. If you're trying to save space and weight, sell Big Death (or don't buy it in the first place). The loss of damage potential isn't that critical, especially as it is evened out somewhat by Shocking Burst's chance for extra electrical damage.
