He's usually to be found off the road on the way to the graveyard. Somewhere in that area. Hope you find him!

How long ago was it that you got the quest? Usually, he comes looking for you. He generally starts out at the Nymph Lake dock near the millhouse, but will track someone all the way to the graveyard. Look in that area.

its been a LONG time since i got the quest and i am ready to go on the waters past brimlock roon but i am tring to complete all the quest from EVERYONE before i move on!!!

Oh, dang, Mikeyg! I doubt he's still around after all that time. I don't know; it may be worthwhile to check.
