You don't need anybody to get to the tower - just walk there. If you want you can take Ike's tour but he not very helpful.

I started playing BG1/TotSC with both sets installed.
Does that mean that there ISN'T someone I need to find in order to get it to appear? I've just entered Chapter 4 (if that makes any difference). Thanks, Colin. |

There IS a person in Ulgoth's Beard who will take you on a tour of the Tower but you need to get inside by yourself first. Ike (the tour guide) can be found outside the Inn in Ulgoth's Beard and charged my party 60gp for the tour.
