No, you misunderstood. He declared the value of the package as $2000 so the receiver had to pay 27% tax i.e. around $500 - that is why he wanted Jeff to put a small value on the package. Agh! Can't believe I wasted 20 mins of my life reading that!

Put like $8000 on the package and make the f***er pay $2200 for it. This was perfect! Obviously, $8000, was high, but marking it $2200 and having him pay the 27% is genious!
