Most of the links for this tool seem to be outdated, and TeamBG download links
seem to be disabled. (I've found the Infinity Explorer - I'm looking to create spells and items of my own)

You'll likely want to get Near Infinity as well:
http://www.idi.ntnu.no/~joh/ni/ Also, keep an eye on the InfExp home page. He should be putting out a new version in not-too-long with IWD2 support plus some VERY nice new features, including proper support for mod-added dialogues and support for DLG/state display (very very useful for modders.)
