What I'm doing in BG2 is a cleric (from BG1) that I'm dualing to a mage at level 13 (so I can max out my mage at the cap). I hear that having a part time cleric is recommended, would a level 13 cleric be good enough?

Also, I should mention that I don't have ToB, and won't be able to get it for a while so I have to keep my character plans within the constraints of the BG2 xpcap. As is, I only lose one level as a mage, which is only 4 spells, but gain 26 priest spells, so it's a good trade off IMO.

Any thoughts?

I would level the cleric to level 15 then dual to mage

yeah, level 15 gives you skeleton warriors and a greater turn undead, not to mention at least one level seven spell- an extra finger of death? or any of the useful others. and level 4/5 spells, you will find those handy too. i hope you are putting all your proficiencies in quaterstaff you will find some nice ones.

Remove exp cap, level to 17-18, then play ToB... your mage will be a hot cleric and mage all in one! All the exp you can get in ToB are insane I tell you...

If you have Tob you can become a cleric lvl 19/ mage lvl 31(D/C)
