If you prefer to take charge of everything and micromanage your party in fights like I do, turn off the AI. If you want to give your characters more autonomy, play with it on. Personally I like playing with it off so that I can choose what spells and items to use and tailor them to my opponents, and set targets that I deem important. Its easier to develop better tactics like this.

A.I can end up with your cahracters going all over the place and attacking things you dont't want to just because the circle is red (e.g., TSOTSC sparring dummies). Best to keep it off and set the Auto-Pause functions to help manage. (I prefer doing this anyway - given the crap monster AI, would you really trust the PC with your characters?)
