No, you cant buy houses. You have then two options:
-Get your stronghold
-Take over houses by force...

And there are quite a few empty houses in Athkatla. You can take up residence in one of those until you acquire your stronghold. That's what I always did.

Cernd's Former Home in Waukeen's Promenade works well for this, as it is right next door to Adventurers Mart. You can stash all the good stuff you want to save at Cernd's place, and sell the rest next door.
