if i have a halfling fighter or fighter/thief with 17 (max) STR and i find some sort of magical thingy that increases my strength permanently by one point to 18 will the game roll an exceptional strength score for me?

hmm...not exactly sure what youre asking, but i think what youre asking is wether or not you get the -to hit rolls- of 18 strenght, correct? if so, then yes, you should get those...

sorry, tried to be too vague!

no - i meant which of the following will happen after reading a STR tome:

17 -> 18

17 -> 18/xx (because of the fighter component)

?

Nyet!
The STR scale for fighter-like classes goes like this:
18 < 18/01 <...< 18/31 <....< 18/76 <....<18/00

Ross,
18 is like 18.0
18/01 is like 18.01
18/50 is like 18.5
18/00 is like 18.999999999999999999..........
well you get the picture.
