gamebanshee.com mentions a "interdimensional quest" associated with this NPC and his gem. Can anyone tell me about the quest and where to start?

Sure, go to the bridge district and visit the five flagons inn, talk to the barkeep and he will give you a good clue. Also roaming the sewers can lead to that quest also.
