I am not saying I agree with the punishment specifically; I think having your tongue removed for saying something offensive might be a little much. However, I do think the individual involved will NEVER use the language again that got him in trouble in the first place again; even if he is allowed to keep his tongue.

I think punishments for crimes in this county (US) are not harsh enough to deter criminals from committing the same acts over and over again.
