Does killing cowled wizrds turn everyone hostile towards you?

I got sick of reloading everytime I slipped and let my mage cast a spell in town so I have now killed 3 sets of cowled wizards. After this last killing everyone in the town is hostile. Is this something I should avoid?

not sure how it affects your rep - but with a fight going on in the streets it's likely you'll kill some civilians and that's real bad news for how you're seen. just buy the magic license from the cowled wizards in the giovernment district - that way they'll leave you alone (it cost 5,000 by the way)

One of two things happened:

1. Your rep slipped down to 1. (Unlikely)

2. More likely you accidentally killed an innocent bystander in the crossfire. The rest of the bystanders are unhappy at your carelessness.

I must have killed a bystander without noticing it. My rep is still fine so I'll just have to reload. I thought about paying for the license but for some reason killing them was more appealing.
