I am currently making a Mage or Sorcerer character, the problem is the race. So my question is, does 3 Ed of D&D or AD&D have any information on Half Dwarves half Gnomes? If there is some data, please share because I am completely stuck.

I don't think there are any official rules for half-dwarves or half-gnomes, but there are rules for half-elves and I would try to use them as an example to see what types of racial traits should be kept. I agree with Chrisofthedale, you should not give half-dwarves or half-gnomes any racial attribute bonuses, and your character should get roughly half values for the dwarf/gnome skill bonuses (eg. +1 saving throw against poison instead of +2, and partial dark vision/infravision instead of full). Also, your character probably shouldn't get the human's Quick To Master feat when starting out since it is a human-only feat because humans have such short life spans. And a half-dwarf or half-gnome should follow the human or half-elf rules for favored classes where their highest class is always the favored.

Anyway, just use the Player's Handbook as a referrence and adjust the racial traits as described above, and if this character is for table-top play, make sure you make up a suitable back story for how this odd racial combination occurred

Yes, I am thinking a charm spell gone wrong or something similar, and the dwarf and gnome that are affected by it, the spell grows into true love.

Oh wow! I thought you meant half-dwarf/half-human or half-gnome/half-human for some reason. Now dwarf/gnome, that's a helluva combo! Interesting to say the least. Same principles should apply with the character creation. Just take the traits of both dwarves and gnomes and water them down a little bit so as to not be too powerful. Good luck!

Yes. I just wish I had less school stuff to do and parents not thinking its evil. Which it is in some degree if you look at the monsters from the psyionics handbook... but they don't need to know about that.

Hehe... here's a humorous little "Christian" cartoon strip about why D&D is evil:
