ok i got 2 pieces of dragon shard but the gnome says kol got them so im guessing he has the 3rd but both times ive seen him hes dissapeared so im lost

Kol doesn't have them. They are hidden in three chests, one of which is quite tricky and requires the Divine Sigil to make it easier.
