You also have to talk to Rampah (looks like a beggar near the arch). After you talk to him and Rose (the woman in the above post), you'll need to talk to the merchant across from Rose and then talk to her again. Then you'll have enough evidence to confront the tanner.

Hmm I havent chatted to the beggar but I did talk to the woman and she said there was a funny smell. The other trader gave me someting that smelt like tannin and the woman smelled it and confirmed it was the smell. Went to see the tanner and he just said that anyone could smell like that, please bugger off now?? Am I meant to be talking to them some more?

Yes, talk to Rampah. I did the same as you the first time I tried this quest, but the beggar will give you something which Bel the merchant can identify. THEN you have enough evidence.

You don't have to go round the long way over the walkways, you can sneak past a pile of boxes next to the door if you have your characters go through one at a time. Saves a bundle on shoe leather...
