Supposed to--no. BioWare meant for you to rumble for a bit, and then Tazok would just say that he's satisfied with your fighting abilities, and then leave. Possible to kill--certainly. All you have to do is make sure to keep peppering him with spells and/or missiles, while keeping him out of dialogue range. Funny how you can kill the boss of the whole camp and nobody else even gets mad about it.

I pickpocketed Tazok when he was walking away and he got angry.
Astonishingly, my thief can snatch Drizzt Do'Urden's sword from his hand, mid-battle, but she failed to pickpocket a creature so stupid he cannot remember what species he is.
