I know ToB is required. I've personally never tried it, but maybe you should try reading the readme for installation instructions.

it says put it in your bg2 install dir i am new at this so dinne laugh

First you MUST have ToB installed.
Then run the romance installer, when prompted hit browse then select your BGII - SOA folder in the Black Isle directory..don't open it, just highlight it then hit OK..that should be right (touch wood)

For others who may be confused about this, here's the link.
Note that this is UNOFFICIAL, and so you will be installing it at your own risk. Make sure you backup all your key files (dialog.tlk, etc).
