Ok, I've gotten a writ to assassinate some guy in Elven nation cornerclub in Vivec. Guy is stone dead, none dared to report my actions ... but ! ... nobody in there wants to talk with me anymore & I know (from my first go) that I'll need some info from a dunmer scout/savant in this cornerclub. Will NPC's change their attitude with time or is this a permanent condition ????

If you're refering to the Imperial Cult quest where they refer you to a scout and/or savant, I think I was able to do that quest just by talking to the savant in Ebonhart. (I may have had some help from the strategy guide though.)

As a solution to the problem though, have you tried a Fort. Personality effect? You may be able to nudge their disposition high enough to talk to them (and start the bribes.) I'm assuming at this point all you get is a "Goodbye." The Charm spell might work also, since this temporarily raises their disposition. Good Luck.

A quick note/question on Assasinations. Like so many others, I stole the soul gems from the mages guild in Balmora back when I was doing quests for Ajhira. I did a couple writs for the Morag Tong, but the Ordinators came, looked at my writ and said, "This seems to be in order, but those soul gems and that exquisite robe were reported missing 200 days ago in a town about 50 miles away." Needless to say I was furious, but after retaining the Argothian lawyer He-Who-Will-Take-Any-Case I found out that I don't have a legal leg to stand on, let alone a courthouse to file a grievance in. So much for my career as an assassin.

So does anyone have a solution for this problem? The only thing I could think of was to wait until I've finished collecting all the souls I need, stash all my gems and other "stolen" merchandise somewhere, and complete all the Tong quests at one time. This is slightly less cumbersome than dropping my gems on the floor after every assassination.

Oh yeah, I already tried the "These aren't the soul gems you're looking for" trick, but apparently Ordinators have stronger wills than Storm Troopers.

You have a couple of options.

One - Try to taunt the mark into attacking you first. This way it is self defense and the guards have no problem.

Second - You can always go to the thieve's guild and have the price on your head removed.

Third - Drop all stolen goods before attempting the Assanitation.

I have only completed the first two assinations. I have not tried to loacate the last guy yet. I am currently trying to become the Hortator for all the houses and Nevarine for all the clans. I am also waiting for my stronghold to be finished as well.

"marks" usually can't be taunted - they go "aaaah morag tong found me" or "I don't like the way you look at me". The only dialog option you have available is Goodbye...
As far as the price on your head is concerned - just present a writ to the guards and that settless the matter.

I've found the use of a chameleon spell to be very handy in assassinations.
1. Cast spell
2. Sneak up behind victim with weapon raised
3. When you are within range, whack victim with weapon, usually scoring a critical hit and dropping them stone dead in one go
4. Ransack corpse and leave area befor chameleon spell wears off
5. DO NOT SNEEZE! This is a dead giveaway that someone is there. Although the fresh corpse and spray of blood always goes ignored, a sneeze can betray you at the worst possible moment.

Seriously, I've performed a dozen or so assassinations with the chameleon spell, and not been bothered once.

for any who dont feel this is in the realm of cheating or cheapness (which IMO it really isnt) They have a plugin over at morrowind summit that makes it so the guards will NOT take any stolen equipment or items from you when you show them your writes.. they just confront you, aslk to see the writs and when u show them the proper writs they take the bounty off your head and no stolen items are removed from your inventory.
