once I beat the castle do I take the shroud to the dragon that is wandering first or do I go to the stout mine first???

Do the Stout Mines (and/or Boogre Caves) before visiting the dragon in the Dragon Spire - you can't do anything with him while he is flying.

Nope, you can't talk to the dragon outside of the Dragonspire. Have you gone to the Boogre Caves yet? It's pretty fun in there, give it a try!

You can't give the shroud to the Dragon when he's flying around. You have to visit him in his home in Dragonspire. That's way, way off. You have to do the Stout Mine first to get the Dragon Armor so you can pass one of Hephaestus' traps (the Bronze Firebeast) to get into Dragonspire.

And then, there are those Boogre caves far to the north...

what writ do I use to get into the stout mines is it the one that that lady gives you right next to ishadna????

Erzebette doesn't give you a writ. You have to find it in a surprisingly hard-to-find cul-de-sac just north of the mines, next to a treasure chest and a dead body (that of Grundel). Here's a map of the area to make it a little easier:
