Branwen is Level 4 and can cast Level 3 spells, but Dynaheir (who I just got) is level 4 and Jaehira is level 4 and they both don't have any level 3 spells yet! Can you buy scrolls so that they can learn spells (but then you'd have to have some level 3 slots to put those learned spells in...) at a store or do you just have to wait?

As long as you can cast that spell, then you can learn it i.e. mages cannot learn priest spells and illusionists cannot learn necromantic spells etc.

Place the spell in your inventory, right-click and around the bottom of the page it will say "write magic". Click on that and if you're successful, the spell will appear in your spell book.

You don't have to be at the level to cast the spell to learn it. If you place any mages spell in a your mage's quickslot, s/he'll be able to cast that spell irrespective of their actual level. The memorisation is for spells you can cast off-the-fly, as it were.

No, no, no, I know how to copy spells from scrolls, etc., what I want to do is LEARN spells above level 2...I know you're supposed to learn some level 3 spells after you get to level 4 and stuff...

For instance, Dynaheir is a Level 4 Invoker, but she doesn't even have the lowly level 1 Identify spell so I can identify items! Is there a store somewhere where I can buy this low level spell or do I have to get lucky and find it on the ground/from an enemy somewhere?

Sorry about that, misunderstood what you meant. Go with ragnarok15's suggestion, or you could try Beregost's Feldepost's Inn (though that's a guess as strangely I can't remember whether he sells spells or not). Other than that, its luck on the random items, or waiting till you get to Baldur's itself.

Branwen is a cleric; Dynaheir is a mage; Jaheira is a druid. They have different rules for what spells are available at various levels. Clerics and druids get their spells automatically. Good luck finding scrolls for your mage.
Xan can cast two 4th levels but knows none.

There are better ways to increase the chance of learning spells (beside save-reload). Just drink a potion that raises your int-score.
