Oh where oh where has that little rat gone?

So I've gone to the city gates and I can't find the little rat kid that tells you about the Umar Hills quests. Where is he and why have the gods forsaken me?

Welcome to the board. I usually find him in the Government District in the park in front of the Govt. Building.

Ok, I just read through the walkthrough here and it's saying that I have to have Minsc in my group to do the Umar Hills quests??? Can anyone confirm this? I'm playing the game through in multiplayer mode with my own characters and it'd be a crying shame if I couldn't go whack me a shadow dragon!

I thought he was in the government district. And you might need a ranger in your party for him to show up.

Excellent advice! I will search the government district in the hope that I can rid Amn of one of its dastardly dragons.

No, you do not need Minsc or any other ranger to get the quest.

I found him in Waukeen's Promenade. Minsc has some funny dialog with him but I'm not sure if he has to be in you party.

Yeah, he happened to find me while entering the promenade one time after being away from the city for a long time.
