What's the name of the female mage in the twisted rune that had the stff of the magi?
Is that the only one in the game?
Why are there at least three boots of speed in the game????
And two rings of regeneration....
And two of many other things that meant to have only one.

I believe this is the only staff of magi in the game, unless you can pull off some sort of pickpocket trick.

Why should there only be one of the other items in the game. They're no associated with anyone (or are they?), so why shouldn't more than one be created.

Actually, there are some 'unique' Items that you can get twice, for example the sword 'Harbringer' (I know there are more, but I can't remember them )

Well, I believe the Harbinger sword is on a merchant and you can just buy some off him, I don't believe they have a number count, you can get all you want, same as the +4 2 handed doomswords, just buy a couple if you need them.
Some items have a item count. You can only buy a certain number of those items from that merchant. Some items (like bullets, arrows, etc) you can buy as many as you want. Some weapons are like this also, even some good weapons. I don't know if thats intentional, maybe they are basic magic items sold there, or if the staff forgot to put in programming limiting the amount of harbinger or doomswords you can buy. Who knows.
You can buy all the rings of Air elemental control you want, but you can only buy one ring of earth control. Just the merchants preferences I guess.

There shouldn't be multiple boots of speed, though, because they all have a unique item history...oh, well. =)

For example, boots of speed: I think that there are 4 different boots of speed cause some of them have different stats... You are talking about ShadowKeeper right ?? In SK´s item browser there are 4 boots of speed,but 3 of them are CURSED. I think that is used probably for monsters/enemies (for example Drizzt) that use them, so that you cant just pickpocket them (imagine pickpocketing drizzt his boots, and then he wouldnt run anymore . that wouldnt be cool).

It happens also with some spells, for example, there are 4 different magic missiles, with different animations but the same effect, so that enemies´ magic missiles look different.

When using SK, realize that the item browser displays all the items, including enemies´ items that you cant get when you kill them, and that are used to give them special bonuses or abilities that cant be implemented otherwise.

No. Drizzt's are not cursed. You can find them (you want to know if you read this) in the jester's dispenser machine. In addition threre are 3 enemies that I know of that drop them on dying.
1)The bard in the planar prison, the lead one.
2)Drizzt.
3)Renal.
