When I am creating a character and I roll a 18/10 for strength, what does that mean? Should I keep it?

The percentile scores that warriors get on a roll of 18 for STR are used to represent exceptionally high strength. It gives further bonuses to THAC0 and damage. 18/01 is the lowest, and 18/00 (or 18/100) the highest. So 18/10 isn't that great. If I were you I'd roll some more times to see if you can come up with something above 18/75. Or maybe even a lucky 18/00, also called 'Ogre Power'.

EDIT:
18 STR gives +1 THAC0 and +2 damage,
18/01 - 18/50: +1 THAC0, +3 dmg,
18/51 - 18/75: +2 THAC0, +3 dmg,
18/76 - 18/90: +2 THAC0, +4 dmg,
18/91 - 18/99: +2 THAC0, +5 dmg,
18/00: +3 THAC0, +6 dmg.
