Am I missing something?? I killed all the lizardmen in the first area. The captives are all ecstatic about leaving, yet none are leaving. How do I get them out of there??

Yeah, I had the same problem. Go through one of the entrance doors to the round hallway place and open the centre door. The dopes don't seem able to do it themselves, lol, even though you gave 'em the key...

I have read here in one of the threads, if you rest before beating all the badguys on this level they will not leave. The first time I played IWD/HoW they left. This last time they stayed and as far as I know thats the only thing I did differently. I missed one lousey lizard man ... D'OH!

As far as I can tell (I've been through the game twice now...) the captives never actually leave. The last time through they stayed even after I had cleared out the entire dungeon.

That's been my experience as well. They thank you for setting them free but never actually take off. Nostalgia I suppose.

Why aren't the prisoners going home? You probably haven't freed them all yet.
Huh? you killed all the lizards on the first level and the people still stand there? well, those people are dumb. Now, on the very next level are some MORE slaves (left of entrance) and some Talonite Preists and Sister Eugina? Anyway, you gotta resuce HER before you can really "free the slaves" and get goodies back at Kuldahur. I think the people on the lizard level wise up and leave after that. (though you can skip saving them all together, in which case they may just stand around.)
