Importing vs. starting a new character in BGII

It seems to me (with all the tomes, possibly more experience) that importing a character would result in a more powerful protagonist, if you were not going to cheat. Is this true?

It depends on the power of the character that you're importing in to BG2.

potentially true. If your BG 1 character did all/most or the quests, and especially I you have TotSC, you will have much more experience, and more levels. You could also potentially have better stats once you add tomes to them. Depends though, maybe you had crap stats to begins with, maybe in BG1 you didnt give all tomes to your PC
