Are harpers always humans or elfs (halfelfs)
or can be any other race harper too

Yes other races can become Harpers like Dwarves and the ocasional Halfling.

Most dwarves have the sense not join though so its only the ones that want to meddle in everything.

Yeah, I'm not sure if I like harpers or not.. Based on the game, they don't seem too benevolent, the books however paint them in a slightly better light, but they still are hated by most people... What does everyone else think about them?

My group tend to think of the Harpers as a bunch of meddlers and a bit snooty...an impression they've got from the books, not me as I don't have them appear in my games.

For the people that stand protected in their own cities by the Harpers, they don't mind at all. I guess I am referring to the super harpers, which just happen to be the chosen, but they are well loved by the ones that they protect.

I kinda like Harpers. But sometimes they can be the most annoying thing in the world. They're ALWAYS meddling!!! Just when you really don't need one to show up he does.
