AFAIK, some of the possible account types do have fees for deposits, and any withdrawal; but these are detailed when you login. I don't think this applies to personal accounts, only buisness accounts.

I think there is a small fee for the first time you use it.

and since using it I've only had 2 emails from them, so spam is not really an issue.

OK, it says on one of their pages: "PayPal charges Premier and Business accounts to receive payments. Personal accounts are free, but may not receive credit card payments."
Does this mean that if I oopen a personal account, I cannot send donations via credit card?

It probably just mean that you can't RECIEVE money from a credit card.

If a person (payee) can't receive money from a credit card, doesn't it mean that the payor can't pay moeny and have it charged to his credit card?

No. Once you've sent money from your credit card to your paypal account it's not considered coming from your credit card anymore.

They have all that info and more on their website. Why don't you go take a look?

You NEVER get charged from Paypal if you have a basic account, not even on the first time.
They make their money from the Business and Premier accounts. You need one of those accounts to accept Credit Card payments, you can pay from any type of account. That is why most ebay sellers won't accept Credit Card payments, because they will be charged for it.
