Bring Neb's head to the government District, the main building there (I can't think of the name of it), and talk to the Chief Inspector.

Not to be a nudge here, Fitz,as I see you are a new poster, but please mark replies like yours with the word SPOILER at the top and maybe leave spaces before giving the answer. Look at some of Accord's replies for the idea!

Some people don't want to know exactly how to solve a particular problem and may not realize the info is in a post until they've read it. I know that I had someone spoil me that way on two major pieces of information and it made my game alot less fun. But your info is minor, so don't worry about it now. Just keep the 'spoiler' tag in mind for future.
