My fighter's thaco is -3 but Minsc's is still 4 and 6. Dual-wielding is much better than 2 handed sword but Minsc can be only specialized thats why 2 handed works better for him.

I have Minsc at 2 stars for dual wielding and two handed. I also have him 2 stars proficency wit the mace, two handed sword and long bow. Give him the Mace of disruption +2, Boots of Speed and the Mace +3 and he's a vampire blender.

Minsc can put 3 points into dual wielding however and any more than 2 points in a weapon only increases his THACO0 by 1. so his offhand will be a slightly worse thaco0 but that is offset by the fact that the selection of 1 handed weapons is far superior to the 2 handed weapons. I fill up tons of space in my bag of holding just carrying all of the cool weapons that I like to swap in and out of my dual wielders hands depending on the fight.

you want to give any high str character as many chances of hitting as possible, thus dual-wielding minsc is the way to go.
