Yes, Foebane is mighty and no, you can't get more than 3 stars in Two Weapon Fighting Style.

Foebane truly is a good sword. You should try dual wielding it and The Answerer
sword together , Hoochie mama!!

I personally like Either Flail of Ages +5/ Foebane for damage, or Flail+5/ hindos doom for the protections it provides.

I am playing a ranger right know and I personally think there are better things to dual-wield with such as.
Spectral brand +5

Drawing on the necromancy of the Skull of the Lich, Spectral Brand is now an instrument of unholy death that should never have been unleashed upon the Realms.

STATISTICS:

Special Abilities:
Negative Plane Protection while equipped.
Summon spectral blade once/day. This dancing sword fights on behalf of the one who wields Spectral Brand for 4 rounds, attacking once per round and doing 1D8+3 damage with each hit.

Combat Abilities:
Armor Piercing Strike once/day. Raises the THAC0 bonus to +10 for 3 rounds.

Damage: 1D8 +5, +1D6 cold damage
THAC0: +5
Damage type: slashing
Weight: 2
Speed Factor: 1
Proficiency Type: Scimitar/Wakizashi/Ninja-To
Type: 1-handed
Requires: 8 Strength
Not Usable By:
Cleric
Mage

And.

Usuno's Blade + 4

The daughter of a high ranking official within the bureaucratic society of Kara-Tur, Usuno rejected her family's station and carved a legend for herself among the Yakuza of the underworld.

The blade of this enchanted ninja-to crackles with electrical energy.

STATISTICS

Special Abilities:
10% chance of doing 2d10 electrical damage with each hit (save for half)

THAC0: +4 bonus
Damage: 1D8 +4
Damage type: slashing
Weight: 1
Speed Factor: 0
Proficiency Type: Scimitar/Wakishashi/Ninja-To
Type: 1-handed
Requires: 6 Strength
Not Usable By:
Druid
Cleric
Mage

That is what I will be dual-wielding.

Crom Faeyr is always nice to put in the off hand due to the 25 strength. But another decent weapon to dual with is the Axe of the Unyielding. The regeneration and bonus to AC combines nicely with the sword's draining ability. I would regularly leave fights with more HP than when I started (except against fire giants, which are a general pain to begin with!).

Actually, Kaltia meant Celestial Fury +5. Both the weapons she mentioned are only available through mods, and are possible contenders for cheesiest weapon combination.

Why'd ya think I use 'em?
Celestial fury+5 is only available thru the improved item upgrade mod, and Sanchuudako is an acid-spewing +4 katana (that acts as if it has a fire shield:green, grants *you* acid resistance and lowers the acid resistance of the enemy, but is a nasty weapon to you when used against a fireshield) that you have to install the Solaufein mod for. It's a tough battle to get it
