I have been hunting through out the Serpent
Temple for this person to find the Wand for
the Wizards/Gypsy test. Unfortunately no
luck.. Anyone please give me a clue?

I hope it is not the same person as the Serpent Master / High Wizard ... as I blasted
him before I even got the quest. {Found the
key, but no wand} I kind of anxious that I
may have busted the quest by destroying the
object before the quest was give.

you haven't missed out on his wand.
it's sitting in his study, which is considerably harder to get to that he is.
